Regulatory Roundup: Increased Licensing Fees, PIC Licensing Extensions, and Finger Printing Updates

As the pharmaceutical industry enters 2026, regulatory agencies are already implementing changes that impact licensing obligations across multiple states.

Boards of pharmacy and related authorities continue to refine requirements, adjust deadlines, and update administrative processes, often with immediate compliance implications for regulated entities.

Below is a selection of recent regulatory changes introduced across various states that may affect your licensing requirements in 2026.

Texas Increases Licensing Fees for Device Distributors and Manufacturers

The Texas Health and Human Services Commission (HHSC) has announced licensing fee increases for medical device distributors and manufacturers, effective February 2, 2026.

The updated fees apply to:

  • All device distributors
  • All device manufacturers
  • License renewals, changes of ownership, and certain license amendments

Fees vary based on gross annual device sales and, for distributors, may also apply per place of business.

Action Item:
Companies licensed in Texas should review the updated fee structure under section 229.439 and account for increased costs in upcoming renewals, ownership changes, or amendments submitted on or after February 2, 2026.

Illinois Extends Deadline for Non-Resident Pharmacists-in-Charge

On March 31, 2025, the Illinois BOP introduced a requirement for all pharmacists-in-charge for non-resident pharmacies to obtain licensing in the state.

The requirement for non-resident pharmacy PICs to be licensed in Illinois was originally set for January 1,2026 under the Illinois Administrative Code Title 68,1330.70.

On December 19, 2025, the State of Illinois issued a variance that extended the licensing deadline to March 30,2026.

Action Item:

All non-resident pharmacies licensed in Illinois must ensure their designated PICs obtain Illinois licensure by the revised deadline to remain in compliance by March 30, 2026.

Idaho Designated Representative Fingerprint Card Update

In its December 2025 newsletter, the Idaho Division of Occupational and Professional Licenses announced that, effective in the first quarter of 2026, the Idaho Board will no longer mail fingerprint cards to applicants.

Applicants must submit fingerprint records using an FD-258 fingerprint card obtained from a local law enforcement agency or through your local Live Scan location.

Applicants are responsible for ensuring that the Originating Agency Identifier (ORI) and Reason Fingerprinted fields are completed accurately on the fingerprint card to avoid processing delays.
