Effective July 31, 2026, Illinois amended the Wholesale Drug Distribution Licensing Act to require licensure for virtual wholesale distributors and virtual manufacturers. The Illinois Department of Financial and Professional Regulation (IDFPR) has updated its wholesale distributor license application to include this new category.
A virtual wholesale distributor is a company that buys and sells prescription drugs without ever taking physical possession of the product.
Illinois previously licensed virtual wholesalers and virtual manufacturers if they applied, but the DPBR now requires that non-resident virtual organizations obtain a license if they distribute pharmaceuticals into Illinois.
The revised application also references virtual manufacturers, though the amended law and regulations do not formally define this entity type. LighthouseAI has reached out to the IDFPR directly and confirmed that both resident and nonresident virtual manufacturers must obtain an Illinois license.
